General Summary

Verifies conformance of constructed telecommunications facilities to all elements of plans and specifications for telecommunications construction projects, including fiber and copper cable and splices, pedestals, hand holes, manholes, handling techniques for fiber and copper cable, site cleanup and tracks receipt of all required permits, easements, cable locates and Right of Way prior to construction. Knowledge of both aerial and buried cable construction. Schedules and supervises other inspectors for the project and makes site inspections to check public safety precautions and use of prescribed safety equipment and procedures by company personnel only. Specifically excludes supervision of any construction contractor or client staff or responsibility for any contractor’s or client’s construction equipment.  Supervise and participate in the development of staking sheets during pre-construction design activities.

Essential Job Functions

  • Oversees and inspects construction, aerial, buried, and right-of-way crew work to ensure construction jobs are completed in a timely and accurate manner and in compliance with project plans and specifications.

  • Creates staking sheets during pre-construction design activities.

  • Ensures public safety precautions, equipment, and procedures for company (not contractor or client) staff are implemented by performing site inspections. Provides instruction and training to company employees.

  • Ensures quality customer service by responding to customer complaints concerning construction projects.

  • Communicates corrective action items to construction contractor to bring constructed facilities into compliance with plans and specifications.

  • Performs all other related duties as assigned by management.

  • Ability to travel as necessary to assigned locations, up to 75% of the time.

  • Ability to generate final cable routing as well as review update fiber optic and copper cable design, including but not limited to cable sizing, cable circuiting and cutover for entire system overbuilds or small phone company work orders.

Knowledge, Skills, and Abilities

  • Knowledge of construction practices, specifically Rural Utilities Services (RUS) practices.

  • Knowledge of state and federal safety regulations.

  • Knowledge of test equipment, switches, electronic equipment and all types of cable.

  • Knowledge of company products and services.

  • Knowledge of company policies and procedures.

  • Skill in reading, interpreting, and preparing documents such as work orders, purchase orders, inventory and personnel reviews.

  • Skill in oral and written communication.

  • Skill in reading cable records, staking sheets, specifications and circuit diagrams.

  • Skill in problem solving and resolution.

  • Ability to communicate with co-workers and various business contacts in a professional and courteous manner.

  • Ability to read and interpret documents such as maps, staking sheets, and operating and maintenance instruction manuals.

  • Ability to pay close attention to detail.

  • Ability to work independently and make sound technical decisions using information at hand.

  • Ability to create a team environment and sustain employee morale.

  • Ability to pay for travel expense and be reimbursed by company every pay period.

  • Ability to use various software including but not limited to:

    • Microsoft Excel, Word, Office, Visio

  • Possess a valid driver’s license, automobile insurance and reliable vehicle.

  • Employee must possess the financial means to pay their travel expenses upfront and carry the amount until expenses are submitted by the employee, approved by the employee’s manager and paid by FARR.  Expenses are paid on a bi weekly basis.  Expenses could range up to $3600 per bi weekly period.

Education and Experience

  • High school diploma or equivalent plus three years of telecommunications construction experience with at least one year in a supervisory capacity.
