OSP Engineer I, II & III

Reports To: VP - Outside Plant / VP - Network Design

General Summary

Plans and prepares drawings for design and/or construction of new and existing telecommunication facilities.  Work may involve removal or rearrangement of existing aerial and underground lines, cables and conduits.  Analyzes network capacity, available and existing line counts, and forecasts or estimates projected network capacity based on desired service offerings to determine new construction or rearrangements and removals required.  Selects routing of lines and determines equipment requirements.  Prepares detailed construction and installation drawings and estimates equipment, labor and material costs.  Prepares details plans and specifications for telecommunications electronics equipment.

Essential Job Functions

  • Plans and prepares drawings for new construction, removal or rearrangement of existing aerial or underground lines, cable and conduits, circuit design and cutover assignments.

  • Ability to assess and interpret highly complicated project plans and determine scope of work. After assessment, create list of options for recommendation to client.

  • Ensures compliance with RUS and industry specifications.  Organizes and files necessary paperwork.

  • Analyzes network capacity and forecasts projected capacity to determine required construction engineering projects.

  • Preparation, processing, and acquisition of private and public Rights-Of-Way.

  • Assist in research and application of new technologies and products 

  • Review final test results for construction and electronic projects

  • Engineer 1 – Assists in selection of routing of lines and determination of equipment requirements as appropriate.

  • Engineer 2 and 3 - Selects routing of lines and determines equipment requirements as appropriate.

  • Prepares detailed construction and installation drawings and estimates equipment, labor and material costs. 

  • Engineer 2 and 3 - Negotiate contracts and verify tabulation of contractor staking sheets.

  • Engineer 1 and 2 – Assists development of detailed plans and specifications for telecommunications electronics equipment in compliance with RUS and industry specifications.

  • Engineer 3 – Develops detailed plans and specifications for telecommunications electronics equipment in compliance with RUS and industry specifications.

  • Oversees FARR field staff to ensure construction jobs are completed in a timely and accurate manner and in compliance with project plans and specifications.

  • Oversees and inspects installation of telecommunications electronics equipment to ensure construction jobs are completed in a timely and accurate manner and in compliance with project plans and specifications.

  • Performs all other related duties as assigned by management.

  • Ability to travel as necessary to assigned locations, up to 50% of the time.

Knowledge, Skills, and Abilities

  • Knowledge of telecommunications construction and engineering practices and principles such as RUS, NESC, etc.

  • Knowledge of industry regulations affecting engineering projects.

  • Knowledge of copper and fiber Circuit design and cutover assignments

  • Knowledge of company products and services

  • Knowledge of company policies and procedures.

  • Highly Skilled in operating various office equipment such as personal computer, various software programs and telephone telecommunications systems.

    • AutoCAD

    • Microsoft Office Suite – Word, Excel, Powerpoint, Visio, Publisher

    • GIS software

    • Facilities Management software

  • Skill in problem identification and resolution.

  • Skill in oral and written communication.

  • Skill in reading and interpreting technical documents and forms including work orders, staking sheets, schematics and specification manuals.

  • Ability to communicate with customers, co-workers, and various business contacts in a professional and courteous manner

  • Ability to organize and prioritize multiple work assignments.

  • Ability to pay close attention to detail.

  • Ability to work independently.

  • Ability to make sound decisions using information at hand.

  • Ability to effectively function as a team player.

  • Possess a valid driver’s license, automobile insurance and reliable vehicle.

Education and Experience

Bachelor’s degree in engineering or equivalent experience

  • Engineering Staff 1

    • 0 to 2 years of telecommunications engineering experience

  • Engineering Staff 2

    • 2 to 5 years of telecommunications engineering experience

  • Engineering Staff 3

    • 5 + years of telecommunications engineering experience
